Parameters
- baseLevelId ElementId

The element id of a level in the project or InvalidElementId. If InvalidElementId,
then the underlay base level is not set and no elements will be displayed as underlay.
- topLevelId ElementId

The element id of a level in the project or InvalidElementId. If InvalidElementId,
then the underlay range is unbounded.
